"Founded in 1852, Coupeville is the oldest town on Whidbey Island, and part of Ebey’s Landing National Historical Preserve. Coupeville’s colorful, false-front buildings line the main street and extend to the gravel beach below. The Port of Coupeville Wharf reaches into Penn Cove offering paddlecraft tie-ups and kayaking rentals in summer.

The museum inside the wharf has a full skeleton of a gray whale hanging from its ceiling. Penn Cove itself is mostly rural with medium-bank bluffs dotted with a few homes. Enjoy distant views of Mount Baker to the north. There is a Cascadia Marine Trail site in downtown Oak Harbor 4.2 miles to the north, otherwise there is no camping nearby that can be accessed by water."
