"Summer brings all manner of craft to the Kettle River in northeastern Washington. Inner tubes bob in the current along with rafts that serve as little more than floating platforms for parties. For canoeists, this trip is a fine alternative to staying home when most rivers are too low to paddle.

All is not well on the Kettle, however. Many landowners and local politicians insist the riverbed is private property. They say a visitor who steps out of his boat—even to wade in the river itself—must have permission to trespass. The issue became more divisive in summer 2003, when a handful of vocal landowners insisted the public does not even have the right to be on the water. Paddlers reported angry confrontations, prompting a courageous Ferry County prosecutor to issue a statement saying that private property ends at the high-water mark and public use of the river cannot be denied. That unpopular opinion is sure to be tested; the matter is far from settled. This trip starts just shy of the Canada border, near Laurier, and ends in the town of Orient. The river flows through open pastures and shaded forests. Visitors have a good chance of seeing white-tailed deer—in fact, deer are an after-dark hazard on area highways."
