Part of the trail is crushed stone and easily accessed with a stroller/wheelchair. However, I advise against a complete hike around the lake as the path will become more rugged.
Of course, where the path will be more rugged its also more interesting. You will be hiking through a natural tunnel/rock gap.
Certainly a nice quick easy hike.
Sylven lake is indeed a beautiful man made lake and the views along the trail are excellent. The down side to this hike is the lake is often so packed during the summer that you are challenged to find a parking space.
