"Below Foster Reservoir, the river features a low gradient and pleasant scenery in farm and grazing lands. The narrow basalt gorges and boulder gardens of the upper river are replaced with gravel bars, easier pool-drop rapids, and lazy stretches of flatwater. There are exceptions tot he rule, however, particularly Waterloo Falls. Here the river raises its loud Class IV voice one last time, giving paddlers an adrenaline rush before it calms to join the North Santiam. Foster Dam releases a minimum flow that allows year-round paddling."
