Ice is Nice and will Suffice: Cooper Spur, Mount Hood National Forest Professional Review and Guide
"Sweeping views of a glacier, complete with crevasses and ice cliffs, may be had from a ridgetop overlook just a short hike from your vehicle. Park at Tilly Jane Campground and take Cooper Spur–Tilly Jane Trail, which begins across a small stream at the campground’s south end. Shortly, you will come to a turnoff on the right onto Cloud Cap Saddle Trail.
Take that trail. It is 0.25 mile to the top of the ridge called Cooper Spur. The trail is a bit steep, but switchbacks make it a little easier. Once on the ridge, you are at an elevation of 8,514 feet. From here, you can hike along the top of the ridge toward the mountain as far as you care to walk. Eliot Glacier is below and to the south. The farther up the ridge you hike, the better your view of the glacier will be. The ridge is several miles long."
