The main road takes you in and out, but you can stop along the way in parking areas and take trails in designated areas or follow some unmarked paths. Alot of bird watching can be done here, too, if you're into that. This is one of my favorite places in NJ. If you get there early enough, you can watch the sun rise, and if you stay late enough, you can see it set on the other side. There is alot here from Mother Nature as this is a barrier island preserve. You cannot see much from the main road, but if you venture off into the paths, or along the waters edge, particulary the side facing the west, there are wonderful views. The area is abundant with plant life and dunes. You would be best to drive in, park and spend the day on bike and foot doing the trails. Bring lunch, water and your camera, but please take your garbage with you.
