A public relations effort by Supreme Court Justice William O. Douglas in 1954 saved the Chesapeake and Ohio Canal and towpath from a different fate: The National Park Service had proposed paving the route as a scenic roadway on par with Skyline Drive. Instead, the towpath and canal are preserved, mostly in their original state.
