"Enclosed in a snow-dappled cirque below Mount Franklin and Tulare Peak, Lower Franklin Lake is as beautiful as nature and man could make it. Nature did an excellent job sculpting the scene, leaving sand-covered ledges on the granite slopes for scenic campsites. Man, in the form of Southern California Edison, created the large, deep lake. Upper Franklin Lake was left as nature intended, wild and beautiful."
