With absolutely no private development along its shoreline, Carters Lake is one of the most scenic reservoirs in Georgia. The lake is challenging to fish, but the rewards come in magnum spotted bass and undisturbed vistas. The Carters Lake hydropower system is really two lakes. Water is released from the much larger main reservoir into the shallow reregulation pool at times of peak electricity demand. At times of low demand, the turbines are reversed and the water is pumped back up to the main lake. The effects of power generation are much more severe in the reregulation pool. The water level can vary as much as 10 feet in a 6-hour period and as much as 22 feet weekly. Because of the severe water level fluctuations, recreation on the reregulation pool is limited.
