The phrase “out in the tulies” means being off in the middle of nowhere, about as far from civilization as you can be. Whoever coined the term may well have had Tule Lake in mind. Not only is the lake home to the tule grasses mentioned in the phrase, it is indis- putably off in the middle of nowhere.
