Clifton was originally established as a wealthy residential suburb of Cincinnati in the 1840s, its plots being specially marketed as a place for the Cincinnati elite to build their summer homes. It was incorporated as an independent village from 1850 until 1893, when it was annexed by the city. Around that time, the Ludlow business district had emerged as a flourishing main street area.
