There is a point where communities along US Highway 2 shake off the atmosphere of suburban Snohomish County and settle down into “mountain time,” and you might feel that shift on a quick tour of the foothills between Monroe and Sultan. Exploring the side roads that roughly parallel the Stevens Pass Highway, you will find an abundance of scenic views: snowcapped mountains, rushing rivers, tree-lined lanes, and pastoral valleys. Start the loop in Monroe. Settled in the 1860s because of its rich farmland, the area is best known today for hosting a state reformatory (read: prison) and the Evergreen State Fair; I’m not aware of any connection between the two, although the draw of the Midway could have lured me into juvenile delinquency as a kid. Monroe is also the last shopping metropolis for people heading across Stevens Pass, so a crowded strip of businesses line the highway on the edge of town.
