Consumer Information
The U.S. Department of Transportation (DOT), Aviation Consumer Protection Division, publishes a booklet designed to cover topics most common to air travelers, and their rights for the same. The booklet can be obtained from the Citizen Information Center in Pueblo, Colorado, or online (see Resources).
Delays and Cancellations
Often, when being bumped from a flight or when it is cancelled, passengers are unsure of their rights. Individual airlines make their policies concerning such inconveniences. According to the DOT, there are no federal requirements directing the action.
Compensation
Most airlines offer compensation for inconveniences of cancelled travel. The DOT recommends staying at the check-in desk until your compensation or other arrangements are settled.
Baggage
Checking with your airline prior to travel regarding baggage limitations and fees is advisable. In 2009, most airlines began charging a fee for checked baggage, as well as limiting carry-on items.
Future
A non-profit consumer rights group--Association for Airline Passengers Rights (AAPR)--introduced the Airline Passenger Bill of Rights Act of 2009 (H.R.624) to Congress for consideration. This legislation is designed to improve customer service and quality care for air travel passengers.
