State Rule
The state of Oklahoma does not require cyclists to wear helmets, leaving it to cities to pass helmet laws if they desire.
Oklahoma City
Oklahoma City passed an ordinance in 1999 requiring all cyclists to wear helmets on city property and city streets.
More Oklahoma City
Oklahoma City considers bicycles to be vehicles, and requires that they operate on the same side of the street, and go in the same direction as other traffic. Where there are bike lanes, cyclists must stay in those lanes.
Norman
The City of Norman passed an ordinance in 2003 requiring that anyone under the age of 18 wear a bicycle helmet, whether on city streets or not.
Federal law
There is no federal law requiring that bicycle helmets be worn.
